with linux 2.2.6 through 2.2.10, i've used traffic shaping and
masquerading together without problems (besides not having tight enough
control over forwarded bandwidth only, but i digress).

i masquerade for the localnet hanging off the eth0 interface, and ppp0 is
my link to the outside.  the shaper is applied over eth0, and my routes to
that network are routed over shaper0.
