Sure, actually setting password expiry would be the last step in a much more complex process. Since he already identified possibility of "permanent" passwords, I would go with defining 2 types of accounts, one for expiring passwords (which would be assigned by default) and the other for non-expiring passwords that would require special authorization to use. Then I would contact all of the production support / oncall groups to identify currently known "permanent" passwords. Being the on-call guy "the day the passwords expired" could be a very painful experience without forewarning. Actually, doing the switch without proper warning could lead to instant eligibility for Unemployment Insurance. PS: to the list, please stop printing our email addresses, even in modified format.
