These tools send ICMP packets to detect if a host is alive. However,
if ICMP is blocked most of these tools have the functionality to
either stop pinging and carry on with their main task or send
different protocol packets like TCP and UDP to detect the host. For
eg. you can disable the Nmap ping, which sends ICMP+TCP SYN using -P0
(it's a zero) option.

Read the tool documentation. Usually, there is some command to disable ping.

Read the documentation to find out if they provide and option to prevent
this behavior. Don't use them unless they do.
