There are 2 options :
- a tool to be installed inside your network but this tool will not be
able to use the email as a notification option while the email will
not be sent in case of internet outage ( but you can be SMS notified
or something )
- a tool to be installed outside - in the cloud for example - and this
tool will keep monitoing your router from outside and will notify you
in case of outage.
