You need to install ruby-iconv which you can find in ports at
/usr/ports/converters/ruby-iconv

There are a handful of other ruby packages you will need to install.
The no such file to load will be your clue as to the package name.  In
this case it was iconv so you need ruby-conv.  Whereis is your friend
for finding these in ports or you could of course install from
packages.
