How to detect process using ICMP

Hi I have a Linux server which I now is sending out strange ICMP traffic to two hosts. My IDS (snort) told me that its a stacheldraht-dos. I have checked on the server using tcpdump and indeed it is sending out ICMP. Now, how do I found out which process is doing this? lsof so far has not been successful. Thanks.
