Possibly a little overkill. Altiris will allow you to automatically
remove unauthorized software, and to prevent the installation of new
software, while also giving you a software inventory of each machine.
SMS probably has the same, or similar functions, and I am sure there are
others as well.

I'd suggest the most effective means of tackling this sort of issue
(assuming that you have the capability) is to regularly push a new
image to the machines in question.
