I don't know what is cost effective for you but I have dealt with Integrity Firewalls which initially belonged to 
ZoneLabs then bought out by Checkpoint. It looks like they have integrated that solution into their Enterprise Solution 
as VPN Client. I also used Sygate which was working both as Host-Base Firewall and Application monitor.

What OS are the laptops? Windows Firewall is free and can be managed and 
administrated centrally via Group Policy...not going to help if you're 
laptops are Linux or Macs though.
