I have used the FrontMotion Firefox Community Edition modify settings
via GPO.  Are you installing the "FrontMotion Firefox Community Edition"
customized version from their website?  That distribution of Firefox has
the ability to lockdown settings through Active Directory using
Administrative Templates.
