Pix 501 (check if this model supports before buying.  If not I'm fairly certain a 505 does and I know the 515 
definitely does)  plus WebSense then.  The pix part of the equasion can be purchased off ebay.  If you want one new I 
think a 515R goes for like 5K, but I haven't priced pix's in a few years.  Dell or cdw would be your best bet for 
pricing Cisco.

Just an aside folks: the OP made a request for solutions and set a
specific technical requirement. Granted, solutions do exist outside that
requirement (even very very good ones). And even though you may not
agree with the strategic direction taken that's reflected in that
requirement, if the solution fails to meet the requirements, it's a
non-starter.

"This program must be able to run on a windows box". Period. *nix-based
solutions might be cheap, easy, and flexible, but you can't just ignore
the customer's requirements.

In my workplace a strategic decision has been made: we don't run Linux.
I can't say whether that's wise or justified or plain stupid. I don't
get to set strategy for my employer. And neither do consultants tasked
with finding an internet usage monitoring solution.

Now, back to our regularly scheduled programming...
