I totally agree wit Craig's "logs are your best mate" assumption.

There are a number of tools lately that may help you limiting &
auditing DBA operations. Oracle's Database Vault and Audit Vault
products are (a bit costy) quite solid for instance. I've also heard
about a product called "Guardium" which also has similar features at a
lower price.
