From their ToS http://www.atlanticbb.com/UsagePolicy.html

Without limiting the generality of the foregoing, prohibited uses
include but are not limited to using the Service or any equipment
provided to you by Atlantic Broadband to directly or indirectly

m.) operate a server in connection with the Service including but not
limited to mail, news, file, gopher, telnet, chat, Web, or host
configuration servers, multimedia streamers, or multi-user interactive
forums or run programs, equipment or servers from your premises to which
the Service is provided that provide network content to anyone outside
of those premises, commonly known as public services or servers;

Which means that AB is probably filtering the traffic, and for you to
circumvent this, you would violate the ToS and would probably lose your
service

Subject: FTP and Atlantic Broadband filter

I have a question: I am running my own server out of my house just for
fun. I wanted to set up an ftp server.I am running SUSE 10.2 using
vsftpd for my ftp server. I set it up and everything is fine... I can
connect to localhost and it works. When I connect from the outside it
simply hangs and when I do an nmap it comes back as being filtered (as
opposed to open). So... do you guys think this is a filter done by Atl
BB and if it is, how can I get around this? I tried using netcat to
listen on another port and redirect this to localhost on port 21, but no
dice. Any help will be appreciated!
Peace,
Zach
