Signing is not the same as encryption.  

Emails to public mailing lists are usually signed, but not encrypted.  Signing adds a signature block that can 
optionally be used to validate the sender and content of the email, but the message is plainly readable.  You don't 
have to validate the signature, exchange or obtain keys, or even have a PGP client to simply read the message.
