        The ip that you noticed is probably set on a serial interface on a
router, some telcos usually address their serial interfaces with RFC
1918 blocks and only advertise those addresses inside their network
for management purposes.
        Taking into consideration that your packet is being routed towards a
public address with increasing ttl for each iteration there is a
possibility to notice such an ip, but the router that has that private
ip address should not be reachable from outside the telco's network by
a traceroute or anything else for that matter destined for that
private address.
