Questions about Forensics Wipe solution

Hello All,

I have encountered three questions.

Are 5200.28 and 5220.22M both accepted as forensically deleted standard?

Do you aware of any Hard disk wipe tools? Is there any win32 based console
tools that can be used for wiping hard disk content according to DoD
5200.28 standard.

In addition, is there any hard disk wipe tools that can be used for wiping
particular file, disk cylinder or disk location?

Please advise.
