Making a business case for security event management

Hi all,

Is log analysis a legal requirement in any of the existing
legislations such as SOX, GLBA? If yes, what documents do I need to
refer to determine what evidence in terms of logs I need to generate
to meet this requirement?

I am looking at making a business case for security event management
tools. My research tells me that they require a significant investment
which will need concrete justification to management.
