     I have a degree in Information Security and now working on my Ph.D in
Moscow Bauman Tech. University. I'm sure that certification show that
you're able to deal with very specialized thing. University degree means (at
least in Russia) that you can independently learn, understand and apply
your knowlege in any field even if that field is a little
corresponding to your degree.

     In other words,
      Certificetes -> Ability to do particular things

      University Degree -> Ability to solve problems even if you don't
      know how to solve
