Ottawa U has started a honours 4th program in CompSec (at the undergrad level).
Otherwise, in Canada, you'll have to go the college route, although
Carleton is also starting to offer courses (at the under grad level)
in CompSec.

Oz has UniMel that offers a PhD program in Cyber Crimes (but with an
emphasis in crimionology and not IT).
