Yes, MAC addresses can be easily changed, not only in 2000 and Xp but
also on Win 9x and Nix's.
As per your 2000 and XP needs this will help you,

address to differentiate between computers and same mac will create
conflicts which means only one of your system will work and other
will not. if want to know a bit more about MAC Addresses i written
this article quite sometime back but it still rocks.. you can have a

Is there any way to change the mac address of a LAN card in Windows
 2000 and Windows XP?

As a corollary to the question, how would one detect if a computer 
was changing its mac address? This is assuming that the network on 
which this machine is connected has DHCP enabled.
