Hi Kirk,

It really depends on the complexity of the network and the type of rules you want to implement.

We've created a VPN product (www.trispen.com), that has tried to change the usual VPN paradigm.  

We have a central manager, that you use to configure all the VPN devices and set up the rules.  Instead of editing the 
rules of each device individually, we simply add the devices to groupings of rules.

I hope this might help you to wrap your mind around the complexities of managing a large VPN.
