Try http://www.maxmind.com/app/asnum .  They have part of what you are
looking for but you will need to open the database in something other than
Excel to get all of the records.

the ASN making use of various /8 - so for example

24.0.0.0/8 broken down into the ASN using this block ...any ideas ...

Sounds difficult.  Have you looked here?
