Hi Marcus,
Having worked in that realm, I can tell you that it does take a long
time to get in that area (as an employee), given all the security
clearances needed, and sometimes a good foot in is w/ consulting
firms/temp agencies.

In addition, you may want to also look at other links other than the
jobs.gc.ca site as it links to many of the crown corps, but not all. 
www.govjobs.ca also links to provincial/muncipal sites, as well as
other (smaller) federal government agencies (that don't do their
hiring of the jobs.gc.ca site)

Keep an eye on crown corps (such as BCE) who do contracts w/ the Feds
in that realm...
that's always another avenue.
