Terry,

It might help if you give everyone an idea of your background/expertise in this
area. Building a data center requires a solid understanding of building
construction techniques, telecommunications, security, fire, water, electrical
expertise...to mention a few.  Are you a beginner in this area, an engineer,
etc.
Are you talking about large data center, small, etc.  

From an auditor viewpoint...I have reviewed the control, security and
operations of hundreds of data centers over the last 20+ years. Your vague
questions opens up  thousands of questions.
