Generating digital certificates?

I'm looking for recommendations on how to generate my own PCKS12 and PFX
format digital certicates?  Do utilities exist for MS Win2K/XP to do this?

Since I do not run my own certificate authority, is there a public resource
where I can submit my digital certificates to get them assigned some level
of trust?
