While I don't believe WINS is  a requirement for Exchange 2003, on a small network WINS can always be replaced with 
netbios broadcasts.

    I disagree with this statement.  I installed Exchange 2003 on a small network which does not have any WINS servers 
and it running just fine, no issues whatsoever!
