Recommendations on network monitoring and policy management?

It's been a few years since I worked with network monitoring and policy
management software.  I had run Elron's (now ZixCorp) Web Inspector and
was relatively pleased.

Now I'm curious about a more comprehensive solution for network
monitoring and policy management, that goes beyond web browsing and
handles other services as well.  I know ZixCorp has Message Inspector
and some other tools, but what about Spector CNE from SpectorSoft?  Is
it ready for primetime in an enterprise environment?  Any other
recommendations on easy to use network monitoring and policy management
applications for small business?
