Well, first of all, telnet is clear text by itself.  Anything you do in telnet is going to be in clear text.  POP3 is 
the same way.  Your Outlook Express client, for instance, if set to check a POP3 account, will do so in clear text.

You'll need to implement SSL on the POP server (assuming that you can), otherwise, it's clear text for you...
