I think the only real option here is to use execute-only permissions, 
which doesn't work well if the files in question are not exes.  If you 
provide read access, they can read them. And they can save them. If this 
is a controlled environment, you could always make it so your users can't 
save files anywhere, (i.e. guest accounts) but that is pretty much never a 
viable solution.
