Typically its either one or the other and they are referred to as Layer 2
(L2TP) or Layer 3 (IPSec) VPNs.  Many SW or HW VPN solutions support either
implementations just depends on your networking needs.

Do most VPN solutions that use IPSec also use L2TP? Or are there other
protocols that also use IPSec? I see a lot of mention of IPSec in the sales
literature but no mention of L2TP.
