Enforcing IE not cache usr/passwords and parsing the current cache

Two fold question 1. Is there a way to force Internet Explorer not to store usernames and passwords using the registry rather than MS policy. 2. Is there a commandline version/clone (prefereably free) of "Advanced Internet Explorer Password Recovery" that I could script to quickly run around the pc's with a floppy to audit whats there already?
