Creating debian packages

Hello,
What is the current procedure to create .deb package? Both CMake and
automake return

make: *** No rule to make target `debian-package'.  Stop.

if I try to create it according to the instruction at
https://www.wireshark.org/docs/wsdg_html_chunked/ChSrcBinary.html .
