A commit-msg hook is provided for generating Change-Ids from the command line but it doesn't appear to work very well in the GUIs I've tried (Qt Creator and Git Extensions). Proposals also have to be pushed to a magic "refs/for/<branch/>" branch name. I inadvertently bypassed review a couple of times by doing a default push, but that might just be me.
