Well I'd rather avoid using any unicode encoding name here, because some people can think: "Hey, I'm using UTF-8, so I just put STR_UTF8 here", or "Hey, my protocol is using UCS-2, so why I need to put STR_UTF8 here?" STR_UNICODE is broad, which is good.
