HTTPS is a protocol. It's non-proprietary and can't really be copyrighted or patented, so GNU has nothing to do with it, but it still doesn't cost anything to implement.
fanThere is a library called OpenSSL that you can use to do HTTPS sessions with web servers or clients. I think SSL uses an RSA algorithm.
