[tcpdump] About TSO

Hello, In 2005, a patch was proposed about TSO (TCP segment offload) for print-ip.c with a "#ifdef GUESS_TSO". https://github.com/the-tcpdump-group/tcpdump/commit/c8623960f050cb81c12b31107070021f27f14b18 It was never build by default. Is there a reason? Missing tests? Missing some additional sanity checks?
