To some degree, yes. Note that the hubs are devices as well.

(So "communication is not possible" in "Device to device communication is not possible." preferably refers not to 
sending USB link layer messages from device to device, but refers to higher protocol layers; otherwise, you wouldn't be 
able to plug a disk, network device, keyboard, mouse, etc. into a hub and have it communicate with a host also plugged 
into the hub.)
