Problem with libpcap installation

Hi, I have been trying to configure libpcap-1.0.0 and libpcap-1.1.1 in cygwin under WindowsXP but I am getting an error "checking for ANSI ioctl definitions... no" in both.:( I have installed WinPcap4.1.
