The Android SDK is for Java-based DalvkVM bytecode code. The Android 
NDK, which came out months after the SDK, is for native C/C++ code, for 
unblocked devices. I think you'd need the NDK to use libpcap on Android. 
You might need to provide some Binder IPC bindings or write AIDL to use 
it at the SDK level.
