Yes, the packet starts with the R_CTL field.

Basically my company is making a fibre channel module which can generate
fibre channel packet on the transmit side and we have functionality to
capture the packet on the receive side, this is done on the hardware level.
On the software level, we can query the captured packet from the hardware
and then write in to a pcap file. Currently there is not DLT value for "raw
fibre channel" in wireshark. As a result, I would like to request for the
new DLT value from tcpdump.org so that I can request to submit some changes
in wireshark (To use the new DLT value at the data link layer so that the
existing fibre channel dissector will be used).

So does "raw fibre channel packet" mean a packet beginning with the
Frame_Header, e.g. starting with the R_CTL field?
