Yes. Build on a system that already has a dynamic libpcap library (which means it's probably in /usr/lib, where the compiler will search by default, so no library directory needs to be specified; if you've installed whatever development packages are necessary to get the libpcap headers, they're probably in /usr/include, so, again, no include directory needs to be specified), and don't download and build libpcap.
