Talos Snort Subscriber Rules Update

Synopsis:
This release adds and modifies rules in several categories.

Details:
Talos is releasing SID 62526 to cover CVE-2023-38545, the cURL libcurl
socks5 buffer overflow.

Talos has added and modified multiple rules in the browser-other and
server-webapp rule sets to provide coverage for emerging threats from
these technologies.
