Talos Snort Subscriber Rules Update

Synopsis:
This release adds and modifies rules in several categories.

Details:
Talos is releasing detection for CVE-2023-36884, a Microsoft Windows
and Office HTML Remote Code Execution Vulnerability.

Talos has added and modified multiple rules in the file-office,
policy-other and server-webapp rule sets to provide coverage for
emerging threats from these technologies.
