once a week for regular subscribers is probably enough... updated rules for them 
are not released all that often and are 30 days behind...

once per 24 hours is probably enough for paying subscribers...

any updates faster than once per 24 hours are on the abusive side of the 
fence... especially when there are, for example, hundreds of out-of-date systems 
beating on the rules servers once a /minute/ which is absolutely abusive...
