Submitting New Rules

 I wish to submit new community rules for a soon-to-be-released command &
control framework. I've read the related links about submiting a new rule
but i was not able to clear whether this is the correct email address for
submitting new rules (and pcap along with it) . I'd be really grateful if
anyone confirms or informs me about it. Thanks.
