I think something has gone wrong with your Snort checkout.  Snort3 hasn't had a configure.ac for about 18 months and 
only uses CMake rather than autotools now (and there are no checks for daq_load_modules).

The latest libdaq code is just as stable as the latest Snort++ code.  You should use both.

Hello!
I want to use newest Snort+, now I have 247 build.
But with 261 build used daq-3.0alpha (libdaq).

What is the latest build of Snort+ with daq-2.2.2 (latest stable DAQ) ?
