Disabled Rules

Hi,


Im seeing the following output:


Rule Stats...
        New:-------10561
        Deleted:---0
        Enabled Rules:----11067
        Dropped Rules:----0
        Disabled Rules:---32670
        Total Rules:------43737



I have not disabled any rules, im using pulledpork for rule config and there is nothing set in disablesid.conf.  Is 
this normal to have the majority of rules disabled by default?
