Error Message: Unable to Open Address Snort.Conf

I downloaded the latest files for snort. I am try to run alerts. I keep getting message:
ERROR: c:\Snort\etc\snort.conf(520) => Unable to open address file c:\snort\rules/white.list.rules, Error: No such file 

I can clearly see the file path of: c:\Snort\etc\snort.conf
I had this as the default:
config logdir: c:\snort\log
How can I fix it?
