Good point! With the rule I also swapped the direction after the protocol: alert tcp $HOME_NET $HTTP_PORTS -> $EXTERNAL_NET any \ (snip) …instead of incoming traffic: alert tcp $EXTERNAL_NET any -> $HOME_NET $HTTP_PORTS \ (snip) …and now the rule fires.
