Generally speaking, you have 3 ways to do so:
1. Login to snort.org using your account and download the rules.2. Login to snort.org, copy your oinkcode, and the use 
wget like:    wget
https://www.snort.org/sub-rules/snortrules-snapshot-<xxxx>.tar.gz/<oinkcode>
-O snortrules-snapshot-<xxxx>.tar.gz
       where <xxxx> is Snort's version for which your are trying to download the rules for, i.e.: 2970 for the current 
stable Snort version.3. Using PulledPork: https://code.google.com/p/pulledpork/
In the long run, using PulledPork is the best option as it will not only download the rules for you, you will also be 
able to manage the rules, i.e.: enabling specific policy, enable/disable/modify rules, track/enable flowbits, etc..
