Problem with a bpf filter

Hi all, I am trying to use the following bpf filter with snort 2.9.4.6: (ip or vlan and not host 10.196.0.15) but it doesn't works for host 10.196.0.15 ... snort is triggering alerts with src/dst 10.196.0.15 host ...
